Economic-legal aspects of regulation of labor markets in the state and local levels

This article investigates the current state of the domestic labor market and identifies current problems of development based on economic and legal aspects of governance in the field of labor, and the necessity of improvement measures in the regulation of employment in order to raise living standards in the country based on the increase in the number of jobs and operating companies. In the proposals, put forward a model of interaction between public, private and market regulation of employment of human resources, which is based on a combination of state macroeconomic regulation of private regulation at the macro level to achieve parity between supply and demand and to joint opposition to negative trends in the market. The proposed model takes into account the fact that in the present market economy regulators as market regulators, acting independently of the wishes of state and non- market, developed by the Public Administration and required for use in business. The features of modern Ukrainian labor market and determined that the solution of actual problems of the labor market and employment of Ukraine provides for a more active policy of state and local governments in the field of industry, professional - qualification and territorial structure of the market.
