This paper analyzes the main problems and the development of public-private partnership inUkrainefor 1992-2012 years. The author characterized main trends by comparison with countries in the region, determined the main problems and possible solutions.
In the database of the World Bank Ukraine attributed to the region called "Europe andCentral Asia". This group include 22 countries, including: CIS, countries of the formerYugoslaviaandTurkey.
Determined that the activities of public-private partnership inUkraineas a whole corresponds to global and regional trends.Ukraineis the third-highest number of PPP projects (58) after countries such asRussiaandTurkey, their number by 55.4% over of a regional index. Similarly, look and performance of investments in PPP projects inUkraine- 14.2 billion U.S. dollars, 3rd place, equal to the average. Since independence,Ukrainehas sold 58 PPP projects worth a total investment of 14.1 billion U.S. dollars. This figure is quite significant compared to countries in the region.
At the same time, most of the period of public participation in PPP projects are not carried out, more or less consistently since it began in 2009 This trend indicates a lack of attention paid by the government partnering with the private sector.
A focus for the development of appropriate institutional component, which, in my opinion, will raise organizational aspects of PPPs inUkraineto a new level. This was the experience of both developed countries and the EU new member states.
