Abstract

The author offers her vision of the establishment process of the cadastral survey system in national regions of the Russian Empire (the chronological period of the late 18th - the first half of the 19th centuries). The author focuses mostly on survey operations in the Bessarabska Region as well as the Kherson, Katerynoslavska and Tavriiska Provinces. The study reviews the main regulatory documents which served the legal basis for carrying out an ordnance survey of South Ukrainian lands and with which help all legal cases arising during the activities of surveying expeditions were dealt. Among such documents the following should be mentioned: "On rules of land ordnance surveys in the Novorossiysk, currently Yekaterinoslav, Kherson and Tavricheskaya Provinces, on dispute resolution and issue of plans" (7 April 1802), "On rules of addressing cases arising during ordnance surveys in the Yekaterinoslav and Kherson Provinces" (28 February 1820), "On surveying of public lands of the Bessarabskaya Region and their division into plots" (7 March 1817), "On establishment in Simferopol of a Survey Office and a Commission for survey of  lands in the Tavricheskaya Province" (24 January 1829) etc. In addition, a technical background of surveying and the main problems encountered by officers during surveying in South Ukraine are explored. It is the author's opinion that the major challenges which slowed down the surveying rate of some land plots were the dominance of traditional land tenure and use in the region, undermanning of local surveying services and offices, sabotage of ordnance surveys by local dwellers, ethnic diversity of the South Ukrainian population and occurrence of force majeure (for example, the fire in the building of the Novorossiysk (Katerinoslavska) Survey Office).
